No! No! I'm dead. Some other people here are dead, but the vast majority of the citizens here are alive and well. This City allows the dead to still exist in a coherent form.

Not evil... more like a bureaucracy. When you do return, no time should have passed, nothing will have changed. This is... a limbo if you will.
